City Planners okay North Loop Estates a 190-golf course home development

CALIFORNIA CITY — One of several housing developments planned for
the city was the main topic of discussion by the planning commission, which
approved a tentative tract map designation on Tuesday that will turn 61
acres of vacant land into 190 housing lots.
The property lies between North Loop Boulevard and the Tierra del
Sol PGA Golf Course. According to a development agreement between the redevelopment
agency, which owns the property, and North Loop Estates, LLC, the developers
will pay cash for each 10-acre phase in advance. California City Real Estate
will be the broker for the development.
City manager Jack Stewart said the agreement requires the developer
to have the cash lined up before it gets the property, and the company
will install street improvements and underground utilities as part of the
project. One acre, at the site of the former day care center on North Loop
Boulevard, will be set aside for commercial development
The plan is to build 190 one- and two-story, three- and four-bedroom
homes, ranging in size from 1,500- to 2,100-square feet. The project lies
within the Villages development area. Final tract map approval will be
made at a later public hearing. No written or spoken comments were submitted
for the May 11 public hearing.
After discussing this project, the planning commission directed
staff to research the zoning history of the Villages and work with the
city engineer to create a list of zoning options for the commission to
consider approving at a later date.
Commissioner Bill Dennis said he wanted to avoid under-zoning the
area, citing the C-4 designation as too generous, because it allows too
many types of development. A C-2 zone would give the city more control
over development projects, Dennis said, because future projects could be
reviewed by the commission and be granted conditional use permits if they
met with the commission’s approval.
New site plan review dates
The planning commission has changed the dates for site plan review
meetings to the second and fourth Thursdays of every month at 4 p.m
